Plaintiff, an ALJ, brought this action alleging that HUD had interfered with his decisional independence and thereby violated the Administrative Procedure Act, 5 U.S.C. 500 et seq. The court concluded that it need not decide whether the district court correctly dismissed plaintiff's claims for lack of standing where the Civil Service Reform Act of 1978, Pub. L.
